Localizing the Global Agenda for Disaster Risk Reduction through training of trainers and city-to-city learning

Target E of the Sendai Framework for Disaster Risk Reduction (SFDRR) underlines the importance of local resilience strategies to achieve the reduction of disasters’ impact in increasingly urban and vulnerable areas. Accelerating the implementation of the Sendai Framework cannot be achieved without the engagement of local and regional governments (LRGs), particularly in intermediary, small and peripheral cities that do not have the resources available to larger cities. Such engagement will foster enhanced implementation of the Sendai Framework, as well as the Paris Agreement, the New Urban Agenda and the SDGs at the local level.

To tackle this issue, UCLG, UN-Habitat, and UNDRR have joined forces to scale-up local resilience building through the development of Learning Modules for the Localization of the SFDRR. Building on peer-learnings among cities, existing publications, the SDG localization process, and the partner organizations’ technical and governance expertise, the new Resilience Learning Modules provide a flexible and adaptable resilience learning resource, ready for virtual and on-site delivery. Following a Training of Trainers approach, the modules are being rolled out through UCLG’s network, which includes over 240,000 towns, cities, metropolises and regions, and 175 local and regional governments associations, in 140 of the UN member states. 

The module introduces the key concepts of DRR and resilience building with a particular focus on their governance and integration in LRGs’ policy cycles. A second volume provides space for reflection on specific actions and strategies that LRGs can implement to strengthen their communities resilience through social, cultural and economic policies, tools for ensuring resilient development, and regional and ecological approaches to building resilience through the use of Nature-based Solutions and intermunicipal, metropolitan, and regional partnerships. 

Building on UCLG’s Working Group for Territorial Prevention and Management of Crises work to facilitate decentralized and city-to-city cooperation and contribute to LRGs capacity to coordinate humanitarian and international actors during the response and recovery stages, as well as learnings from cities’ response to the COVID-19 crisis, the module also discusses key governance issues to be tackled in order to facilitate better preparation, recovery and build back better processes responsive to local needs.

The session will engage participants in one of the module’s learning games on preparation, response and recovery, and present examples of the module’s implementation. It will showcase the value of partnership-driven resilience capacity building that promotes learning and knowledge exchange, and the potential of virtual technology to expand their reach. Participants will leave with an understanding of their potential role as initiators of transformational partnerships for resilience and will be empowered to take action and/or initiate new partnerships using the learning modules.
