Strengthening disaster risk governance at local level: enhancing information exchanges through new technologies and assessment models

As a cluster of research and innovation projects, BuildERS, ENGAGE, LINKS and RESILOC are proposing to hold a joined, multi-stakeholder-oriented session for the acceleration of the implementation of the Sendai framework for Disaster Risk Reduction 2015-2030, with a particular focus on disaster resilience at the local level. The four projects are organized within a single call of the HORIZON 2020 research programme, sharing the specific challenge of building disaster resilient societies in the EU through conducting multi-disciplinary research addressing human factors, social, societal, technological and organisational aspects.

In extension to traditional risk assessments, the resilience of societies depends on how their citizens behave individually or collectively, and how governance structures and civil society organizations design and implement policies for mitigating and reducing risks as well as preparing for, reacting to, overcoming, and learning from disasters. New technologies and media are inducing dramatic changes in how individuals and communities behave. At the same time, they may offer opportunities to address the increasing complexity within social structures in Europe by supporting the concept of resilience thinking.

Building the resilience of authorities, emergency organisations and affected populations, including citizens in most fragile and vulnerable environments, requires a better operationalisation of the multi-faceted notions of resilience and vulnerability. In particular, a better understanding and implementation of technologies and their capacity to raise disaster risk awareness can enhance the capacity of society as a whole to manage risks. Applicable methods and practices need to be established to increase the local resilience and disaster risk governance, in line with the Sendai Framework for Disaster Risk Reduction and the UN Sustainable Development Goals.
