PPRD East 3 Digital Table Top Exercise – A learning journey in times of pandemic

PPRD East 3 Digital TTX is an interactive session to share lessons learned and to explore possibilities on how to do things differently and accelerate implementation of the Sendai Framework for Disaster Risk Reduction in the new digital landscape.

The third phase of the EU-funded programme “Prevention, Preparedness and Response to natural and man-made disasters in Eastern Partnership countries – phase 3 (PPRD East 3)” is today operational in Armenia, Belarus, Georgia, Moldova and Ukraine. The programme is now in the middle of a comprehensive assessment of the civil protection system in all partner countries with the purpose to provide a baseline and finalize targets for programme implementation. The COVID-19 pandemic has presented a set of complex challenges but also created possibilities, which the programme has addressed in various ways. One of them is to transform originally planned activities in the region into a digital format.

TTX in a digital format
Based on realistic scenarios in the partner countries a digital TTX, partly discussion-based, is organized in each country with the purpose to identify priority gaps and add findings to the ongoing assessment in the programme. During two days, multi-stakeholder participants from the civil protection field in each country will be gathered to act on the scenario to test how coordination, information sharing and decision-making works in case of an event in the country. The principle of the layout is to create a platform that will not only open up for a possibility to exercise but also to link different levels such as strategic, tactical and operational. This principle will create a testing/learning environment that are participant driven.The TTX:es will be organized as a hybrid event, where the participants will be gathered in the crises room at the civil protection agency in each partner country, while the expert team will join separately through a digital platform. Simultaneous translation will be provided through the digital platform.
