All-Of-Society Engagement Accelerating the Implementation of the Sendai Framework

One of the thematic pillars for the European Forum on Disaster Risk Reduction is accelerating implementation of the Sendai Framework for Disaster Risk Reduction. This event is highly relevant for the conference because it precisely proposes one concrete tool to achieve this acceleration.

The Sendai Framework Voluntary Commitments online platform (VC platform) allows non-State stakeholders to: showcase their work on DRR (so that we can know who is doing what and where), learn from others, and collaborate on their voluntary commitments to help implementing the Sendai Framework. The Sendai Framework recognizes that the State has the primary responsibility to reduce disaster risk, but it also underlines that this responsibility is shared with other stakeholders including local governments, the private sector, academia and civil society, among others. Moreover, the Sendai Framework underlines that stakeholders’ “commitment, goodwill, knowledge, experience and resources “are required to boost the construction of resilient societies around the world.

Furthermore, the event also aims at presenting innovations, knowledge and solutions being implemented by stakeholders on the ground, including information aligned with the third thematic pillar of financing long-term resilience. We plan to allow stakeholders themselves to have an opportunity to present their commitments (as contributions to implementing the Sendai Framework), share their achievements as good practices as well as experience on how others can also submit their commitments, and open the discussion on how to further improve the quality and number from non-State commitments featured through the VC platform, which is expected to enhance stakeholder accountability.

Besides the strong alignment with the conference, the voluntary commitments initiative is mandated by the General Assembly. The General Assembly resolution A/69/283 (2015) called for specific and time-bound voluntary commitments by stakeholders at local, national, regional and global levels in line with DRR strategies and plans to support the implementation of the Sendai Framework. As a response, UNDRR launched the VC platform in December 2018 as a mechanism to mobilize, monitor and take stock of VCs from multi-stakeholders for the implementation of the Sendai Framework until 2030.
